Based on my experience, would not recommend to Foreigners.
I was going to eat here with my fiance, and we were both speaking in English as I'm from the USA, she is Ukrainian. As I walked by the waiter, he rolled his eyes at me, mind that I was also in military uniform and am only in town getting paperwork corrected. We sat down at the table and waited for a while, the waiter again rolled his eyes and walks away when my fiance called him over speaking Ukrainian. I was beyond furious at this point, and told her we should leave, as it seems very much like I was judged and discriminated right away as a foreigner who is serving in the military. I would be willing to give this place another chance, but the management would have to actually take the time to write back and apologize for the absolutely horrendous service. (Editing a month later- looks like that apology isn't happening).

Really sweet (not). You walk into a restaurant and the waiter just stands there looking away and not responding to being called. And then simply walks away.
Can't say a word about their kitchen.
Not returning.
