This is a very French restaurant, patronized by very French customers, who exhibit very French behaviors. (I say this as a descendant of Frenchmen who left France many generations ago.)
I ordered spaghetti with creamed mushrooms, and a separate dish of morning glory (trakuon), with an iced coffee.
The food was all excellent, if somewhat overpriced by local standards.
I didn't mind being stared at by the French-speaking gentlemen who clustered at the entrance, speaking French and smoking heavily. That was clearly the restaurant's core clientele. I was invading their space: a last bastion of a once-French colony.
One customer was kind enough to notice when I looked around for paper napkins (serviettes); he offered those from his table. Had there been any on my table -- closest to the street -- I would not have needed his kind assistance, of course.
So, I minded my own business, ate the excellent food that was presented, and asked for the check.
Because the food was a bit overpriced, as previously mentioned, its total was $9.5. I had two $5's and two $100's, with nothing in between, nor any riel (Cambodian currency). Thinking it rude to pay for a sub-$10 meal with a $100 bill, I paid the $9.5 total with my two $5's. I refused to accept the 2000 riel ($0.50 -- 50 cents) offered in change, treating it as a modest tip.
The waiter (owner?) was clearly offended by this small tip, and said so, in French, to the assembled regulars: "𝘳𝘪𝘥𝘪𝘤𝘶𝘭𝘦!", he said, resulting in a new round of staring. Because he stalked off without accepting it, I left the 2000 riel under my now-empty iced coffee glass, and went home.
If you wish to pay too much (by local standards) for traditional French food, while enjoying the traditional rudeness of French waiters, then by all means enjoy the 𝘉𝘪𝘴𝘵𝘳𝘰𝘵 𝘥𝘦 𝘭𝘢 𝘗𝘰𝘴𝘵𝘦. Indeed, I 𝙚𝙣𝙘𝙤𝙪𝙧𝙖𝙜𝙚 𝙚𝙫𝙚𝙧𝙮𝙤𝙣𝙚 𝙩𝙤 𝙨𝙚𝙚𝙠 𝙞𝙩 𝙤𝙪𝙩, and to enjoy it as a parody of exaggerated Frenchness, as I did! 👍

I was recommended to eat here. Spotlessly , clean, even the kitchen ( wow ) The food is absolutely amazing, both Khmer and Western. Their fillet steak is cooked to perfection from blue or how you you like it. The owners both speak English, one of them French as well. The staff are so friendly, a fantastic place to chill or eat, 50 metres from the river and it is very central. Give it a go.
A good find. Had the American breakfast which was really good. A little more expensive than other places locally but very good value for what you get. Even the eggs are bigger. The service is good and a very relaxing atmosphere. Well worth trying. Only gave 4 stars due to the cost.
